If you live near Hillmont Circle on the southeast side of the city and have wondered about the wooded parcel behind the existing apartments, here’s what the city’s records show.

Hillmont Apartments

The City of Harrisonburg’s development tracker lists this project as Hillmont Apartments, at 781 & 789 Hillmont Cir, tax map parcel 083 A 2. Its status is Under Site Plan Review, a status it has held since early July and still shows as of September 15, 2026.

It is a residential project of 24 units, all multifamily.

The aerial above is the Virginia Base Mapping Program’s most recent public imagery of the area. It shows the site as it is today, not a rendering of the project.

The land

The site is a single parcel of about 15.68 acres, with Hillmont Apartments LC listed as the owner of record. Twenty-four units on nearly sixteen acres is a low density, which suggests much of the parcel isn’t being built on, but the records don’t say what the rest of the land will be used for.

Zoning, and whether there was a hearing

The parcel is zoned R-3, and the city’s zoning and proffer layers show no proffers or conditional zoning recorded against it. That means the use is permitted by right: it goes through administrative site plan review and building permits, with no rezoning request and no public hearing. By-right projects rarely get announced, and they are most of what actually gets built.

Where this sits in the pipeline

Citywide, the tracker shows 48 projects under construction (709 housing units), 30 with plans approved (919 units), and 11 under site plan review (927 units). Those stages are not equivalent. Units under construction are the ones that will reach the market in the near term. Site plan review is years earlier, and some projects at that stage never get built at all, so treat the early-stage number as a ceiling rather than a forecast.
